The role is part of the wider Group Tax team and is focused on employment taxes.  Employment taxes covers all tax issues relating L&G’s employees including: both employers’ and employees’ National Insurance / Social Security, PAYE and local tax equivalent, the apprenticeship levy and local equivalents, benefit in kind reporting, CIS, Off-Payroll workers and equivalent overseas employment tax obligations.

PURPOSE

The role is part of the wider Group Tax team and is focused on employment taxes.  Employment taxes covers all tax issues relating L&G’s employees including: both employers’ and employees’ National Insurance / Social Security, PAYE and local tax equivalent, the apprenticeship levy and local equivalents, benefit in kind reporting, CIS, Off-Payroll workers and equivalent overseas employment tax obligations.

The Job Holder will support the delivery of the following areas across the L&G Group in line with group policies and procedures:  

  1. employment taxes compliance and process, including annual reporting on employee incentives, Director’s remuneration, Business Travelers, Off-payroll worker process, NIC reporting for non-resident employees.
  2. reviewing the controls and remedial action under the Employment Tax Controls Framework, across the group including L&G satellite companies  
  3. providing tax advice (UK and cross-border ) in a practical way to the business in relation to all employment tax related matters including, employees tax & NIC, benefits & initiatives,  changes in regulation, update on processes, entering new territories, tax authority queries 
  4. project team support on tax initiatives, which currently include i) automation of certain key processes, ii) the introduction of an international mobility programme, and iii) embedding new process and controls relating to Off-payroll workers  

PRINCIPAL ACCOUNTABILITIES:

  1. Support the Head of Employment Taxes in
    1. providing specialist technical advice and judgement on employment tax and social security issues – the key is being able to provide the advice in a practical way to the L&G’s business units, HR teams, Procurement, Legal and the wider Tax and Finance.
    2. monitoring employment tax compliance across the Group, identify tax risks (via a tax control framework) and work with the business and tax authorities  to manage any remedial action and achieve compliance
    3. preparing and submitting representations on employment taxes matters to tax authorities and relevant industry or advisory bodies to ensure L&G’s view are appropriately represented. 
  2. Provide specific guidance on policy, process and compliance to HR, Finance and the business units involved in overseas assignments. Issue updates on tax technical issues/law changes to appropriate areas of the business.
  3. Provide training to HR and Finance on employment tax issues with which they are involved (e.g. termination payments, PSA, international mobility, director expenses, form P11ds and Off-payroll worker rules).
  4. Prepare annual returns/ reports for HMRC: Appendix 7B (i.e. NICs on benefits provided to tax-equalised employees working outside the UK); STBV report; Form 42 for LGIM and any other exceptional reportable arrangements not included in Shares Department’s form 42; PAYE Settlement Agreement.
  5. With regard to annual reporting and annual processes (generally), work with tax and the business to identify processes that may be better managed in other ways or parts of the business, and where appropriate, work with the business to make the case and to manage change.   
  6. Work with the team to improve key processes that interface with a number of areas of the business (e.g. PSA reporting, global mobility, international payroll, P11Ds), including making end to end processes more efficient (via automation), visible and management information more available 
  7. Manage relationships with external advisers and work closely with outsourced providers (e.g. Zellis, the outsourced UK payroll provider) as needed and in the most cost effective way possible for the Group. Develop and maintain internal network across L&G to ensure employment taxes are being dealt with appropriately and consistently across the group.  Maintain external network of peers to ensure awareness of issues and changes that could affect L&G, and manage any risks emerging

What exactly is required?

Professional knowledge and qualifications

A recognised professional financial qualification, e.g. CTA, AIIT, CA, ACA with a minimum of 4 years' post-qualifying experience, or with equivalent experience of employment taxes.

Member or fellow of the Chartered Institute of Taxation or with sufficient tax experience to maintain up-to-date professional knowledge.

Statutory and regulatory legislation

Detailed knowledge of UK Taxes Acts and regulations, particularly as they apply to the employment taxes.

Understanding of the principles around tax, social security  and payroll in other countries, the practical impact of double tax treaties, and how to research further information

Awareness of other direct and indirect tax issues,

Understanding of the key concepts which drive regulation within our UK and other markets.

Business/Commercial

Have a good understanding of the general business and financial services environment and regulatory business requirements and its impact on Legal & General's strategy.

Has good knowledge of the UK businesses and how they interrelate including a good knowledge of the operational structures of senior management and their reporting lines.

An understanding of employment tax implications for international mobile employees, and the principles for local employees

Develops and maintains a working knowledge of the Group's policies and procedures including the Group’s risk management framework.

Develops and maintains a commercial awareness of all businesses and products offered within the L&G Group.

Reporting requirements

Ability to manage the production of both internal and external employment tax reporting and compliance obligations.

Systems and IT

Knowledge of how general ledger and management reporting systems work.

Strong working knowledge of Microsoft Office products including Excel, Word, Outlook and PowerPoint.
