The Resource Utilisation Manager (RUM) is responsible for assigning the right people to the right projects at the right time, focusing principally on the Transformation (change) business area. They manage employees currently in the workplace and determine assignment needs based on each project’s requirements. While the project manager focuses on getting tasks done, the Resource Utilisation Manager coordinates capabilities. 

The Resource Utilisation Manager (RUM) is responsible for assigning the right people to the right projects at the right time, focusing principally on the Transformation (change) business area. They manage employees currently in the workplace and determine assignment needs based on each project’s requirements. While the project manager focuses on getting tasks done, the Resource Utilisation Manager coordinates capabilities. 

Principal accountabilities: 

1. Responsible for the management and assignment of Transformation technical staff (Project Managers, Project -Coordinators, etc.) to the correct level of task based on appropriate, individual skills, to deliver the desired project outcome at the required quality in the designated timeframe. 

2. Be a key contributor to the management of the pipeline of workload by creating and providing accurate reports/forecasts of project timeframes to customers based on staffing resource availability that will assist in appropriate project delivery decision making, including funding. 

3. Manage Transformation staffing resources in the most optimal fashion to deliver the greatest return on human capital, minimising resource and skill shortages so as to maintain full utilisation of available resource  

4. The RUM will participate in evolving methodologies, processes, tools and techniques to drive maximum value in effective delivery of the Transformation portfolio in relation to staffing resource plans and utilisation 

5. The RUM will ensure full staffing resource allocation are planned 1 month and 1 quarter ahead and any adjustments made in collaboration with delivery managers across Transformation

6. The RUM will collaborate with the Financials Reporting and planning teams and other key stakeholders in IT & Transformation (IT&T) to prepare for any demand changes in pipeline for Transformation. 

7. To ensure approach to and work delivered supports L&G’s commitment to Treating Customers Fairly (TCF) to ensure the right outcome and excellent service delivery. 

  • Degree and/or MBA educated- desirable but not mandatory or demonstrable equivalent experience in this field at this level. 
  • Analysis, Prince2, Project management and/or  Agile qualifications PROSCI/Adkar & change qualifications  - desirable but not mandatory 
  • Experience of delivering effective resource plans and dashboards across a portfolio of complex geographical / functional matrix organizations.  
  • Proven track record of effective resource utilisation on short, medium and long term horizons in partnership with intake teams. 
  • Track record of building effective relationships to ensure approved agreed delivery plans 
  • Proven background in adapting to trends and openness to new ideas 
  • Ensuring Resource utilisation confidence across all levels with technical and non-technical audiences  
  • Demonstrated ability to work independently focusing on priorities, and managing a high-volume of tasks, deadlines, requirements, and decisions 
  • Collaborative worker who freely shares their knowledge and experience   
  • Develop, get buy-in and deliver approaches across the organisation and wider division and track record of building effective relationships  
  • Excellent interpersonal skills with the ability to successfully engage and influence a broad range of individuals across various internal and external businesses and support functions
