This role is reponsible for providing support to the Head of Personal Responsibility (PR) in running the PR office. The PR Manager will provide SME advice and day to day operational support for the activities of the PR office and as required by other regulatory regimes impacting individuals across the L&G UK entities.  Key to the role will be maintaining the Personal Responsibility framework, working with those in regulated roles to ensure that all associated documentation is accurate, well maintained, consistent and of a high quality.

We are recruiting for a Personal Responsibility Office Manager on a part time basis (21 hours per week - Wednesday, Thursday & Friday. 

Purpose of role:

Provide support to the Head of Personal Responsibility (PR) in running the PR office. The PR Manager will provide SME advice and day to day operational support for the activities of the PR office and as required by other regulatory regimes impacting individuals across the L&G UK entities.  Key to the role will be maintaining the Personal Responsibility framework, working with those in regulated roles to ensure that all associated documentation is accurate, well maintained, consistent and of a high quality.

Principal accountabilities:

  1. SME technical expertise: Support the head of PR by providing advice and guidance in relation to SMCR and FCA/PRA regulated roles in line with regulatory requirements. Develop knowledge of existing and new or revised regulatory developments and provide analysis and briefing papers to support decision making.
  2. SMCR Framework: Work with head of PR to maintain the PR framework and provide practical advice and guidance with regard to framework implementation including for group functions.  This will include support with SOR drafting, delegation frameworks, reasonable steps and handover procedures.
  3. Reporting and MI: Provide ad hoc MI and input to reporting and briefings as required ensuring high quality and meaningful content.
  4. Regulatory Applications: Support the regulatory application process working with conduct risk/compliance teams, HR and Co sec to ensure high quality applications are made on a timely basis and that all documentation is accurate and consistent.  Support engagement with the FCA and PRA as directed by the head of PR maintaining a full and accurate audit trail of information flows between Legal & General and the FCA / PRA.
  5. Certification: Facilitate the certification and F&P process across the group for all regulated roles on an annual and BAU basis. This will include establishing the activity in the Redland system, reviewing the outputs, escalating exceptions and working with conduct risk/ compliance teams and HR to ensure 100% completion.
  6. Regulated Roles: Ensure that there is an accurate record of all those in regulated roles and their accountabilities, ensuring that all associated documentation and appropriate governance is maintained.
  7. Redland Insight System:  Ensure the system is configured for optimal use by both the PR office, SMFs and other users.  Working proactively with IT and the vendor for any changes or upgrades required.

Qualifications:

No specific qualification is required but in order to demonstrate the knowledge required to perform the role, basic financial services or risk management qualifications would be an advantage. 

Knowledge:

  • Good understanding of the regulatory environment in which authorised firms operate
  • Detailed knowledge of FCA rules and the structure of the FCA handbook and associated documents.
  • Practical knowledge and experience of applying, SYSC, SMCR, APER
  • Understanding of L&G strategy and direction
  • Knowledge of L&G corporate structure and corporate governance arrangements

Experience:

  • Providing technical compliance and risk advice / guidance
  • Experience of regulatory processes (e.g. SMCR and APER)
  • Experience of regulatory engagement and how to manage regulatory requests
  • Track record of good judgement, including decision making, escalation and referral
  • Collaborative team working
  • Working calmly under pressure and to deadlines
  • Experience of strong stakeholder management and building good relationships with other functions

Skills:

  • Good written communications, including technical report writing
  • Strong PC skills
  • Organisational skills and ability to manage competing priorities
  • Influencing and presentation skills
