Support the management of the regulatory relationship with the Financial Conduct Authority (FCA), The Pension Regulator (TOR) and the Financial Ombudsman (FOC).  Working closely and under the direction of the Head of Regulatory Engagement who is responsible for leading in the strategic, proactive and effective management of all engagement activity and ensuring interactions engender and maintain trusted and open relationships with each regulator, which are mutually beneficial.  

Supporting the management of the regulatory relationship with the Financial Conduct Authority (FCA), The Pension Regulator (TPR) and the Financial Ombudsman (FOS).  Working closely and under the direction of the Head of Regulatory Engagement who is responsible for leading in the strategic, proactive and effective management of all engagement activity and ensuring interactions engender and maintain trusted and open relationships with each regulator, which are mutually beneficial.  

Principal accountabilities:

  1. Regulatory Engagement: Support the coordination and management of FCA, TPR and FOS interactions, to ensure a positive and effective relationship is maintained including responding to information requests on a timely basis, providing detailed analysis of complex regulatory matters, coordinating the PE meeting schedule and deputising as appropriate on topics of interest. Support or initiate efforts to ensure the Group Regulatory Risk and Compliance Director remains informed on an ongoing basis and emerging themes or potential risks are identified and reported.
  2. FCA and TPR Engagement: Working with the LGAS divisional conduct risk teams, LGIM Compliance function and Group colleagues, to support preparation for regulatory visits and meetings, preparing / briefing management as appropriate, including assessing the quality of material to be provided to the regulator, highlighting potential risks with information submitted and preparing senior management as appropriate.  Ensure that issues raised by the FCA, including any Risk Mitigation (RMP) actions are resolved satisfactorily and that information provided is relevant, accurate and timely; and keep full and accurate records of regulatory engagement. Ensure that joint LGAS-LGIM regulatory activity is well coordinated.
  3. FOS Engagement: Support an open and trusted relationship with the FOS relationship manager, meeting sufficiently frequently such that the relationship can accommodate open dialogue and pragmatic solutions.  Keeping the Group Regulatory Risk Director, divisional Conduct Risk Directors, management and the Group Conduct Risk and Compliance Director up to date on any FOS developments of note.
  4. Overseas regulators: Support the maintenance of an up to date understanding of the status of the regulatory relationship and any engagement of note with regulators for which the relationship is not managed by the role holder.  This includes the management of the relationship with the FCA by LGIM.
  5. Regulatory Developments: Maintain a thorough and up to date knowledge of new or revised relevant regulatory requirements and developments and apply that knowledge in the context of the accountabilities of this role.
  6. 2nd Line Engagement: Develop an open and supportive working relationships with Legal & General's other control functions, ensuring effective information flows to the extent that they relate to the management and reporting of regulatory risk and FCA interaction across the UK Group.   
  7. Regulatory records:  Support activity to ensure appropriate, timely and accurate records are retained of all regulatory engagement, regulatory licences and permissions, regulatory correspondence and any other regulatory records.  Additionally, exercise oversight as required to ensure reports for all UK regulated entities submitted to regulators are accurate and submitted on a timely basis.
  8. Technical Expert: Operate as a technical expert on regulatory matters across the group.  Responding to technical queries, supporting and hosting of awareness raising events, such as lunch and learn meetings, to help other members of the Conduct Risk function (Group and Divisional) to upskill.

Qualifications:

No specific qualification is required

Knowledge:

  • The regulatory environment in which an authorised firm operates
  • Strong knowledge of FCA, TPR and FOS rules and the structure of the FCA handbook and associated documents so that relevant rules and guidance can be identified and interpreted quickly.
  • Awareness of the various regulators relevant to the activities of L&G, along with their areas of responsibilities.
  • Awareness of L&G’s position within the industry relative to its competitors.
  • Awareness of financial services products available in the marketplace.
  • Understanding of the risks and benefits of the products within L&G’s current product range.
  • Understanding of L&G strategy and direction.
  • Knowledge of L&G corporate structure and corporate governance arrangements.
  • Knowledge of L&G distribution channels.

Experience:

  • Good experience managing relationships with external parties
  • Strong experience in financial services, preferably life insurance and pensions, or asset management sector
  • Strong experience in providing technical compliance and risk advice and guidance
  • Good influencing and effective management of issues
  • Logical and common sense thinking in the management / collation of regulatory responses and organising of regulatory visits.
  • Strong drafting skills
