Legal & General Capital have a requirement for a Head of Operational Risk who will be accountable for 2nd line oversight of Operational Risk, with a particular focus on Health, Safety and Environmental (HSE) Risk, across LGC’s wholly-owned operating businesses and Joint Venture (JV) investments. 

The Head of Operational Risk role:

- Is independent of the LGC business operation, reporting to the Chief Risk Officer (CRO), LGC who reports in turn to the Group CRO.

- Is accountable for 2nd line oversight of Operational Risk, with a particular focus on Health, Safety and Environmental (HSE) Risk, across LGC’s wholly-owned operating businesses and Joint Venture (JV) investments. 

- Supports LGC team members who sit as directors on the boards of operating businesses and JVs in executing their responsibilities around HSE Risk.

- Is based in Coleman Street, London but the role-holder will be expected to visit operating businesses and JVs which are based around the UK, and to develop effective working relationships with the people responsible for Operational Risk in those businesses.

- Acts an ambassador for LGC and engage with employees at all levels in the organisation.

Accountabilities:

1. Maintaining and enhancing LGC’s governance framework for the management, monitoring and reporting of Operational Risk.  This includes implementing the frameworks in start-up and early stage businesses and ensuring that the framework remains adequate as those businesses develop, so that they can continue to operate safely and efficiently.

2. Overseeing the development and production of appropriate MI to enable the monitoring and reporting of Operational Risk in LGC’s operating businesses and JVs.  Presenting this to relevant boards and committees.

3. Undertaking 2nd line oversight of Operational Risk across LGC’s operating businesses and JVs, escalating risks and issues and proposing mitigations and solutions.

4. Working with LGC’s operating businesses to ensure that they manage Operational Risk appropriately.  Escalating risks and issues and proposing remediation as required.  HSE leads in operating business will have a “dotted” reporting line to the role-holder.

5 Working with LGC’s JV partners and investment leads to ensure that Operational Risk is managed appropriately in JV investments.  This includes reviewing proposed JV investments and setting out the Operational Risk framework within which we would expect an LGC investment to operate.

6. Supporting LGC team members who sit as directors on the boards of operating businesses and JVs in executing their responsibilities around HSE Risk, including understanding relevant law and regulation and its practical application in the business, interpreting the MI presented to those boards, and ensuring that it is sufficiently detailed and timely to enable them to fulfill their obligations.

7. Acting as an ambassador for LGC, communicating and supporting LGC’s strategy, risk appetite and culture in all interactions with operating businesses, JVs and LGC/L&G staff.

8. Taking the lead in all matters with regard to the management of employees, ensuring that management discretion is used in a consistent manner and that the area follows the Group’s policies and procedures including the Partnership Agreement to maximise business performance.

Qualifications:

  • Degree level education.
  • Appropriate HSE qualification(s)

Knowledge/Experience:

  • Managing/overseeing Operational/HSE Risk in companies operating in building/ construction and/or manufacturing (ideally both).  
  • Setting up Operational/HSE Risk frameworks in a start-up, early stage and/or rapidly growing businesses.
  • Familiarity with relevant law and regulations, and experience of working with the Health & Safety Executive (HSE) and Environment Agency (EA).
  • Producing MI with an appropriate level of detail and commentary to enable the active management of Operational Risk and effective communication at all levels, including board level.
