Reporting to the Head of Change & IT for General Insurance, the jobholder will have responsibility for the successful delivery of a strategic Change programme.

They will manage the overall development & execution of the programme plan including the business architecture, programme structure and resourcing, business case, programme budget, stakeholder engagement strategy, benefit realization plan, programme governance, controls, risk and quality management.

The jobholder will have line management responsibility and will work closely with internal and external third party suppliers.

Key stakeholders include the senior General Insurance leadership and Executive teams.

Programme governance: Design and implementation of the programme governance strategies, consultation with corporate governance, stakeholder consultation and supporting the sponsor in implementation and control.

Organisation: Design of the programme team, appointment of programme office, appointment of project teams, ensuring all roles have clearly defined responsibilities, ensuring that the organisation design is implemented through the programme lifecycle and efficiency of resource utilisation.

Vision: Develop the programme documentation aligned to the vision statement, ensure the vision statement underpins the programme communication plan, coordinate the development of the blueprint based on the vision statement and process any changes or updated that will be required.

Leadership/Stakeholder Management: Leadership, direction & motivation of the programme team. Developing and implementing the stakeholder engagement strategy, that is, the day to day execution of the whole stakeholder engagement process, developing and maintaining the stakeholder profiles, controlling and aligning project communication activities and developing, implementing and updating of programme communication plan.

Benefit Realization: Developing the benefits management strategy on behalf of the sponsor with the business managers and relevant stakeholders from impacted business areas. Developing, owning and maintaining the benefits realisation plan in consultation with the business managers, relevant stakeholders and members of the project teams. Initiating benefit reviews as part of benefit realisation plan or in response to any other triggers.

Blue print design & delivery: Ensuring the blueprint is authorised and assembled in collaboration with the Business Architect. Working closely with the business manager to ensure that the blueprint, programme plan, benefits realisation plan and benefit profiles are consistent and able to deliver the business case.

Planning & Control: Design of the project dossier, programme plan, resource management strategy and the required monitoring of control activities. Working closely with the business manager (s) to ensure that the blueprint, programme plan, benefits realisation plan and benefit profiles are consistent and able to deliver the business case. Establishing and managing the appropriate governance arrangement for the programme. Updating the key programme documentation. Managing the programmes risk management and issue resolution activities to ensure barriers to successful benefits realisation are removed/avoided.

Coordinating and integrating the work of the projects and managing the interdependencies. Progress monitoring against the business case, programme plan, and blueprint and plans to optimise benefit realisation.

Business case: Preparing and updating the business case. Managing the programmes expenditure against the overall investment defined in the business case.

Risk Management: Developing and implementing the strategies for handling risk and issues. Designing and establishing the risk management process. Programme adherence to the risk management principles. Maintaining the programme risk register and the programme issue log (supported by PMO). Ensuring that the relevant stakeholders understand the impact of individual and aggregated risks.

Quality Management: Establishing and maintaining the programmes quality management strategy and plan and the setting up and running and delivery of outputs from projects fit for purpose of achieving desired outcomes and benefits.

 

Knowledge:

Detailed knowledge of relevant IT development and Change methodologies and the activities required for major IT change delivery

Understanding of major technology solutions and an awareness of developments in the IT market

Thorough understanding of Change programme roles, responsibilities and application of appropriate governance models

Good knowledge of risk assessment and management approaches & techniques

Understanding of financial business cases and commercial factors in Change development. Expert in principles, methods, techniques and tools for the preparation and monitoring of budgets.

Awareness of financial services markets, particularly annuities, investment & liability management or financial reporting an advantage but not essential.

Attitude & Behaviour

Effective performance of all the L&G core behaviours.

In particular, the candidate should take a positive attitude to overcoming barriers and be resilient in the face of setbacks. They should also have a pragmatic and realistic approach to the challenges of change delivery ensuring the sponsor and other senior stakeholders are fully aware of important issues and their impacts on the programme. The ability to challenge proposed solutions constructively whilst maintaining focus on the task is also important.

Skills:

Ability to quickly understand the vertical and horizontal structure and culture of own, customer and supplier organisations identifying decision makers and influencers in order to communicate effectively is essential. This will include both formal presentation and good networking skills.

Proven capability to plan, organize and manage several complex and interrelated tasks to meet expected schedule, budget and stakeholder requirements

Strong motivation, development and people management skills

Effective problem solving, judgement and decision making skills

Proven capability to make critical decisions taking into account the needs of the situation, priorities and the availability of necessary information

Contract selection and management – Expert with methods and techniques for selection and managing contracts to ensure that in particular third parties adhere to agreed requirements

Experience:

Proven track record of successfully delivering large, complex IT related change programmes

Previous employment in large blue chip/FTSE 100 companies in a senior change role
